Karen E. Viani - President

 

Effective January 27, 2014, Karen E. Viani, assumed the title and responsibilities of president of Alvia Services Inc. The company is poised for growth and needed a strong business leader to take it to new levels. While she is not an engineer or a licensed contractor, she is a skilled small business manager with more than 25 years experience as an entrepreneur and small business owner. She understands how to run a business profitability and can hire the resources needed to be successful.

 

Steven P. Viani, P.E. - Vice President

 

Over the past 35 years, has held senior level positions in construction, consulting and governmental entities. Have managed, directed or performed projects ranging from $3000 Phase 1 Preliminary Site Assessments to $20 Million site remediations, including many large and significant environmental and geotechnical construction projects as a direct hire contractor. Have 15 plus years experience in managing business units or departments with total P+L responsibility and staff management up to 35 people. Have developed various submittals including Storm Water Pollution Prevention Plans, Work Plans, Safety Plans, Erosion Control Plans as well as technical submittals. Has worked nationwide and internationally in Asia and Europe and is a registered Civil Engineer in 3 states and a licensed building and engineering contractor.

 

Thomas A. Donovan, P.E. – Senior Technical Advisor

 

Senior level executive with more than 35 years experience in myriad market segments and industries including Engineering, Design, Construction Management and Self Perform Construction Services for Commercial, State and Local, and Federal Clients including DOE and DOD. Strong executive image & presence with ability to mobilize, motivate, and manage diverse project teams. Specialized skills involve development and management of Revenue/Expense Budgets and P&L Financial Analyses, Accounting and Tax implication decisions, Public and Private Contract Negotiations, Investor and Client relations, expert witness on claims and public hearing testimony. Served as key executive for a $500MM Navy and Air Force Military Housing Design Build program from Hawaii to New Jersey and was key executive for a real estate development and Design Build of a $150MM mixed used redevelopment including 14 story 144 unit condominium complex, 150,000 sq. feet of specialty retail space.

 

Julio Alvarado - Director of Project Management

 

Mr. Alvarado has consulted in the areas of land development for commercial, industrial, and residential projects. In addition to, real estate finance, construction dispute resolution (ADR), and Business Opportunity Financing; (Mezzanine Level). Working as a Land Development Consultant; Mr. Alvarado has been providing real estate developers with the coordinating and executing tentative map filings, environmental compliance, permits, and mitigating entitlements. Mr. Alvarado has participated in the development over three hundred commercial, industrial, and residential parcel projects.

 

Mr. Alvarado has worked federally funded government US Army Corp of Engineers construction projects in the capacity of Program Manager and Project Management. He has provide leadership in scheduling and cost estimating, facilitating subcontractor work at multiple sites, i.e. Sierra Army Depot, Susanville, Travis AFB, Fairfield, Beale AFB, Marysville; and Yolo Wetlands Sanctuary Maintenance Facility Davis, CA, Bay Area Rapid Transit System, and San Francisco Municipal Rail System.

 

C.E. Boyer-General Superintendent

 

Mr. Boyer has nearly 40 years of construction superintendent experience on a wide range of facilities including dams, levees, landslide stabilizations, retaining walls, micropile foundations, specialized grouting for dams. Several of these projects were performed under hazardous conditions and he is OSHA and Red Cross safety trained. Mr. Boyer has been the project manager for the construction of 5 large custom houses and is our expert in residential housing developments.

 

Roger Blair - Engineering Manager

 

Mr. Blair has more than 27 years of experience working on projects involving civil, environmental and structural engineering both internationally and nationally. His expertise includes general civil and structural engineering. Mr. Blair's international experience includes design of drinking water and sanitation systems in Nicaragua and the environmental assessment of the installation of community drinking water systems and sanitation in Guatemala for USAID. His civil engineering expertise includes general civil, hydraulics, hydrology and remediation technologies. Experience includes permitting associated with construction of the projects and environmental permitting associated with stormwater and hazardous waste management and cleanup. Structural engineering projects completed in this capacity involve commercial, residential and light-industrial projects, remodels, additions and new construction. Structural design includes conventional wood frame, Log Frame, Timber Frame, Structurally Integrated Panels (SIPS), Aerated Autoclaved Concrete (AAC), Concrete Masonry Unit (CMU) and concrete construction. Mr. Blair has also been involved in design of alternative energy projects.

 

Patrick Lo Chiatto- Architectural Manager

 

Mr. Lo Chiatto has a 15 year history as a Landscape and Architectural Designer with a wide span of residential and commercial projects. Focused on an integrated approach to total Environmental Design his projects range from Residential Landscapes, Public spaces, Estate and Site Development to Residential Architectural Planning including Home Remodeling, Additions and New Construction, with a particular emphasis on projects involving Historic Restoration. For the past several years he has focused on Residential and Commercial projects using Structurally Integrated Panels (SIPS) Construction methods. In addition to his Design expertise Mr. Lo Chiatto has directly managed the development and construction of his projects, including coordinating Architect and Engineer Plans, Permitting, Cost Estimating, Scheduling, Material Selection, Contractor and Construction Management.
